Department deals with administrative work, analysis and planning and other expert assignments in connection with the County budget and its financing.
Within its scope of activity the Administrative department deals especially with: - monitoring and studying the problems of public finances, especially the financing of public needs, preparing analytical and other expert materials on questions connected with public finances, - studying and taking part in the development of programmes for the financing of the County’s public needs, and financing the accepted programmes - preparing the drafts of the County budget and other financial documents, transactions of accounting expenses, recording incomes and expenditures, assembling occasional reports and annual account of the County’s budget - developing guidelines for the budgets of towns and municipalities, monitoring and studying the problems in the implementation of their budgets, preparing the measures for the improvement of their financing, suggesting the ways to secure additional means from state and County budget - developing plans of general and individual acts in connection with incomes, budget and its implementation, as well as other jobs connected with the financing of the County - developing the plans for County’s purchase, and implementation of the public procurement - recording the real estate owned by the County, and other records regulated by law.
